Senator Susan Collins, Chair of the Senate Appropriations Committee, called on May 13 for the Federal Bureau of Investigation and Drug Enforcement Administration to increase their support for local law enforcement in addressing illegal marijuana grow houses in Maine. Collins made her remarks during a hearing reviewing federal law agencies’ budget requests for fiscal year 2027.

The issue is significant due to its links with transnational crime, money laundering, and the ongoing housing shortage in Maine. Illegal grow operations are reportedly connected to criminal organizations originating from China and have led to homes becoming uninhabitable due to property damage.

“Director Patel, the proliferation of illegal marijuana grow houses connected to transnational criminal organizations originating in China is an ongoing problem in the state of Maine,” Collins said during her questioning of FBI Director Kash Patel. She cited a Department of Homeland Security memo estimating as many as 270 Chinese-backed operations producing up to $4.3 billion in illicit revenues within Maine alone. “One other side effect of these illegal grow operations is that they usually destroy the houses in which they’re located, which exacerbates the housing shortage in my state,” she said.

Patel responded by describing efforts through Homeland Security Task Forces established across 59 locations nationwide: “The HSTFs that we stood up… have specifically targeted the marijuana grow house operations, especially tied to the Chinese.” He explained that while some individuals involved had obscured their connections with mainland China, authorities were tracing financial records and using sanctions programs overseas: “So what we’re doing with the HSTFs is reverse engineering those programs… tracing their banking records and their financial statements.” Patel also confirmed that proceeds typically fund further drug trafficking activities but direct transfers back to China had not been observed yet.

Collins pressed both Patel and DEA Administrator Terrance Cole about progress on dismantling these networks. Cole reported recent actions including executing 44 search warrants related to Chinese underground marijuana houses and seizing about 32,000 plants: “As we continue to trace the Chinese underground banking system where funds are being fueled… they’re often using crypto as the instantaneous transfer of wealth.” He added that investigations now include analysis several tiers removed from initial transactions due to complexity: “Recently… we’ve identified up to 250 potential locations where this is occurring.” Cole committed continued cooperation with state and local partners: “We will keep you posted, Senator. My team is happy to follow up with your team.”

Collins concluded by highlighting community awareness around suspicious activity at these sites—such as covered windows or strong odors—and stressed they are distinct from licensed operators complying with state laws: “These individuals are not following any of the rules and they are operating illegally and causing tremendous harm… it shows how incredibly serious this problem is.” She urged sustained task force efforts given persistent risks posed by remaining sites.
